The contact information of public utility charges (electricity, gas, water) is stated in the "guidebook (information on use)" handed over at the time of contract or "key delivery confirmation".

Because you need a contract with each supplier (opening procedure and payment) by customer, please contact the supplier of the jurisdiction and proceed procedure.
Especially, opening of gas (hot water) may require attending.

However, when you move in the winter (October to March), because you are shutting down the water faucet of the water heater to prevent freezing and "draining" is done, after you move in, May be necessary in some cases.
